No, but it is cruel and unusual. Don’t kill snakes, even venomous ones are very important for controlling rodents, fleas and ticks. If you really want to kill a snake, please have animal control remove it or consider setting up habitat for kingsnakes, hawks, owls or other snake predators.

No. Not actually. It will just irritate the snake. The snake may become irritated and bite you or it may run off the place. Until the snake doesn't swallow the kerosene oil, it won't die.
